Independent disciplinary process update: Immanuel Feyi-Waboso (England) and Cameron Woki (France)

Immanuel Feyi-Waboso (England) has been suspended for two matches and Cameron Woki (France) has faced a disciplinary committee on Tuesday 24 June, after a Foul Play Review Committee considered their respective red cards issued during England XV v France XV on 21 June.

An Independent Foul Play Review Committee (FPRC) has convened to consider sanctions for Immanuel Feyi-Waboso (England) and Cameron Woki (France) as a result of red cards issued during the England XV v France XV match at the Allianz Stadium on 21 June, 2025.

The FPRC was chaired by Independent Judicial Panel Chairman, Christopher Quinlan KC, joined by former international referee, Donal Courtney (Ireland), and former international player Stefan Terblanche (South Africa).

In accordance with the remit of the new expedited off-field sanction process trial operational in the July test window, sanctions are proposed in line with Appendix 1 of Regulation 17. The FPRC meets without the attendance the player or their representatives, or World Rugby. However, written submissions may be provided by the player to the FPRC for consideration.

The FPRC has the power to:

  • Issue a warning
  • Offer the player a proposed sanction based on Appendix 1 or Regulation 17
  • Refer the matter for a full hearing before a Disciplinary Committee
  • Dismiss the red card and/or citings only in the case of mistaken identity

Immanuel Feyi-Waboso (England)

The independent FPRC has confirmed a two-match suspension (subject to successful completion of the Coaching Intervention Programme) to England’s Immanuel Feyi-Waboso after determining an action contrary to Law 9.13 (dangerous tackle) during the England XV v France XV match on 21 June, 2025. The sanction has been accepted by the player.

In determining the sanction, the FPRC reviewed the matter, including all submissions and footage, the FPRC determined that Feyi-Waboso’s actions were contrary to Law 9.13 (dangerous tackle), and that they carried a high degree of danger.

Therefore a three-match suspension was proposed to the player, reduced to two matches subject to successful completion of the Coaching Intervention Programme. The player has accepted the sanction.  

Feyi-Waboso is therefore suspended for the following matches:

  • 5 July – England v Argentina
  • 12 July – England v Argentina
  • 19 July – England v USA* – he will be free to play in this match after his successful completion of the World Rugby Coaching Intervention Programme

Cameron Woki (France)

World Rugby can confirm that the Foul Play Review Committee has decided to refer the matter involving Cameron Woki to a Disciplinary Committee for a full disciplinary hearing. The Disciplinary hearing took place on Tuesday, 24 June, 2025.

Independent Disciplinary update: Cameron Woki (France)

France #21, Cameron Woki, appeared before an Independent Disciplinary Committee on 24 June, 2025 as a result of a referral by a Foul Play Review Committee having received a red card for a breach of law 9.20(a) (dangerous clearout) in England XV v France XV on Saturday 21 June in the Allianz Stadium.

The independent Disciplinary Committee was chaired by Adam Casselden SC, joined by former international rugby player John Langford (Australia), and former international referee Valeriu Toma (Romania).

Having reviewed the available footage and additional angles, the Committee determined that the action did not warrant a red card. The Committee found that there was not a high degree of danger in the action and therefore, under the Head Contact Process, a red card should not have been issued.

The player is therefore free to play.
